WORMS SAFETY is now involved in the global fight against COVID-19 with Voisin Consulting Life Sciences (VCLS), the health specialist member of the alliance. In particular, we are supporting, through regulatory guidance, numerous initiatives for the resolution of this sanitary crisis. Some are already at the advanced stage of submission to health regulatory authorities, bringing us closer to a cure. Among them are the repurposing of two existing drugs as candidates for therapeutic treatments, and the development of a new type of life-saving ventilator in the medical devices’ field.

At the same time, WORMS SAFETY specialist members, SgT, Qualspec, API, AQF, Worms Safety Laboratories, Axis, Albhades, IAS, and Challenge Optimum, are addressing operational issues, consequences of the crisis: securing stocks with mold and corrosion prevention measures; redrawing traditional on-site product controls with ‘no-physical-human-contact techno-guided inspections’; etc.

It is also our responsibility to prepare for the day after and beyond with humanity, lucidity, determination, commitment, and even disruption. Agile boots-on-the-ground practices will be instrumental in restarting and minimizing risks, missteps, and delays.

Anticipar los riesgos de los juguetes en las primeras etapas de desarrollo

Las industrias del juguete y de productos infantiles son responsables de garantizar la seguridad de sus categorías de producto para hacer que el “juego seguro” sea una realidad para los más pequeños del hogar. Esto supone el reto de cumplir con normativas estrictas, al tiempo que se asegura la entrega puntual de productos terminados que cumplan con las expectativas del consumidor. La mayoría de los actores del sector, incluidos fabricantes, importadores y minoristas, ya están poniendo un mayor enfoque en la seguridad y la conformidad. 

A pesar de que las autoridades globales y las asociaciones de consumidores priorizan la seguridad de los consumidores infantiles, los más vulnerables, todavía se detectan muchos riesgos y casos de incumplimiento. Solo en Europa, los juguetes estuvieron entre los productos más notificados en 2018, representando el 31 % de las alertas de RAPEX.

Many precautions can be taken to secure the supply chain and help reduce risks throughout the production process such as factory audits, in-line inspections or in-production assessments. But there are some measures that can be adopted even before production starts, allowing brands to anticipate risks, including:  

Clasificación juguete / no juguete 

Aunque las normativas sobre juguetes en diferentes países ofrecen una orientación clara para la clasificación de un producto como juguete, existen algunos productos que en ocasiones son difíciles de clasificar. En determinados casos específicos es necesario evaluar criterios adicionales para clasificar un producto como juguete. Por ejemplo, en Europa, la Directiva de Seguridad de los Juguetes establece el siguiente criterio: “cualquier producto diseñado o destinado, de forma exclusiva o no, a ser utilizado en el juego por niños menores de 14 años”. Una definición similar se utiliza en Estados Unidos en la norma ASTM F963: “juguete: cualquier objeto diseñado, fabricado o comercializado como un artículo de juego para niños menores de 14 años”.

La principal dificultad está relacionada con el concepto de “uso en el juego” o “artículo de juego”. La mayoría de los objetos tienen un valor lúdico para los niños, pero esto no significa que pertenezcan a la categoría de juguete. El “valor lúdico” debe ser intencionado por el fabricante y no resultado de la preferencia del niño por un objeto. Si el fabricante etiqueta el producto como “no juguete”, debe ser capaz de respaldar esta afirmación.

Recomendación de edad adecuada y marcado correspondiente

Esto indica la seguridad de un juguete basándose en las siguientes capacidades:

  • Capacidad física del niño para jugar con el juguete
  • Capacidad mental del niño para comprender cómo usar el juguete
  • Necesidades de juego e intereses presentes en las distintas etapas del desarrollo infantil
  • Aspectos de seguridad de un juguete concreto

Los consumidores confían en la recomendación de edad proporcionada por el fabricante en el embalaje del juguete al elegir un producto que se ajuste a los intereses y habilidades del niño. La recomendación de edad también desempeña un papel esencial en la garantía de la seguridad del niño, asegurando que no esté expuesto a juguetes demasiado pequeños que puedan suponer un riesgo de asfixia.

Un problema frecuente en la industria proviene de una recomendación de edad inadecuada, que suele detectarse antes del envío durante una prueba de preembarque. Identificar este problema al final de la producción, una vez que todo el embalaje ha sido impreso, implicará reproducir todos los envases o reetiquetar el marcado adecuado en todos los embalajes existentes. Esto genera costes adicionales, así como retrasos en el envío.

Gestión de riesgos en diseño o prototipo

Identificación de posibles riesgos relacionados con:

  • Asfixia
  • Caídas o ahogamiento
  • Asfixia por oclusión y estrangulamiento
  • Otras lesiones

 

Valor añadido adicional: rendimiento y adecuación al juego

Al lanzar un juguete al mercado, no solo es importante considerar su uso previsto, sino también simular el uso real y potencial por parte del niño. Aunque los requisitos normativos garantizan que se cumplen los estándares de seguridad, sigue existiendo el riesgo de que los niños pequeños utilicen el juguete de forma incorrecta. Identificar estos riesgos es posible al evaluar el producto desde una perspectiva de rendimiento mediante protocolos adaptados y probados que llevan la seguridad un paso más allá.

Por ejemplo, un producto no adaptado al tamaño del niño puede generar riesgos adicionales a pesar de cumplir la normativa. En el caso de una máscara, por ejemplo, si el producto es demasiado grande para el niño, probablemente le obstruirá la visión al usarla, lo que aumenta el riesgo de accidentes.

¿Cómo anticipar estos riesgos?

Recurrir a la experiencia de terceros puede ayudarte a anticipar estos riesgos mediante apoyo desde las primeras etapas de desarrollo. Una evaluación de riesgos adecuada desde las fases de diseño del producto y prototipo puede ayudarte a evitar resultados “fallidos” en los ensayos de preproducción o, incluso peor, en los ensayos de preembarque. Esta intervención temprana te permitirá ahorrar tiempo y dinero.

  • Recomendaciones sobre el rendimiento y la aptitud para el juego:protocolos personalizados que simulan el uso del juguete por parte de un niño.
  • Prueba de preproducción.

With this approach, the final random inspection and sample testing are still by far some of the most popular services in many manufacturing areas. They allow for the detection of quality issues at the end of production and evaluate the suitability of the goods for shipment.
